Personally I don’t consider “Disable SIP” to be a viable solution for something as trivial as a background image. The current version of Catalina is the "GM" before the official release. Unfortunately there's no for this (it's currently at under "Version History" but that will change as soon as the next version is released) but the MacPilot folks also agree that there is no way to do this in Catalina:
